Private nursing services business

I would like to start up a private nursing services business in south Florida to provide personalized and professional services to the community. What are my steps to follow such as marketing, accounting, licensing, insurance, billing are concerned. I have been a nurse for 13 yrs in clinical, educational & leadership areas. please advise.
