PNAP to sign with PA-NHP?

I am in the last year with PNAP for a DUI I received in 2021.  I have one more year and have done very will with the program.  No violations thus far.  I received letters, one from PHMP and one from PNAP.  By my understanding, PNAP will be out and PA will be handling the "remainder" of my case.  The problem I have is "This program utilizes a 5-year agreement", and says I will stick to what I have.  PNAP  sends a letter with lawyer's names.  I'm confused.  What choices if any do I have?  Thanks
