I took a phlebotomy course and have taken the IV cert class twice just for the experience and to refresh my knowledge, however, I don't get a chance to use these skills on the job, so I'm no better than I ever was. And in my BSN program, we studied about IVs, calculating the rate and such, but never anything about the mechancal skills. To be quite precise, I didn't get much training in any mechanical skills in school. Almost all of my abilities have been learned on various jobs.

Believe it!
I am a 1 yr LPN (former EMT-P) and work in the ICU. I get calls every night from all over the hospital to start IV's. 75% or more are NOT "hard sticks". More than a few of the nurses calling me are experienced (2+ years).
I have offered more than once (free of charge) to teach an inservice on IV starts. For some strange reason, Administrations seems wholly uninterested.
