Sorry, but I'm guessing the reason you're not getting an answer is that nurses aren't familiar with the training to become a phlebotomist technician.
Check the community colleges in the Montreal area. That would be the most likely place to find such a course. Are you a nurse already? Where do you live?

In my experience blood draws for labwork are done by the lab staff (never in a drs. office, patients go to the lab), lab techs doing rounds in hospitals or nursing homes, or LPNs or RNs working in dialysis.
From what little I know on this area, the lab technicians are educated/trained at technical schools out here in the west. Institutes of Technology. Usually a couple of semesters. One of the big lab companies out here used to do inhouse training but that was at least five years ago.
Try calling the technical schools out your way.
