Probably been asked before but I am looking for a definitive answer if there is one, can't find it.
Yes or no, will a phd be required for np for sure? Or is this a thing like all entry level nurses will have to have bsn?

The discussion is about a clinical doctorate (now being called the DNP, "Doctor of Nursing Practice"), not a PhD, and it's not clear what the answer to your question is. There are multiple threads here already, with lengthy discussion of the question, that you could find by using the "search" feature in the upper right corner of the screen and searching for "DNP." There are certainly a number of people in nursing academia frothing at the mouth over this, but the larger nursing community doesn't seem to be jumping on the bandwagon with them, so, who knows? Maybe it will play out like the BSN-requirement proposal.
