First, NCLEX is a national exam. It's not specific to any state. It appears that you simply took the exam in IL. What state did you apply for licensure in prior to applying to take NCLEX? This would have been a required step before your ATT was sent.
When I passed the exam, they have sent me a passing letter wherein there is a part there that you have to fill in the information and detach it to be sent to illinois board of nursing so that they can process your license. And I wasn't able to do that part. I didnt send it back to IL. I just found out few days back that it was written there that you need to pass it within a year after you pass the exam, or else you need to retake the exam again if its more than a year already. I cant afford to take the exam again. I dont know what to do now.

Call the Illinois board of nursing only they will be able to help you. Have you checked if your name is on their website (eLicense Online).
I have checked it thru online and my name wasnt there. Whrn I first called, they told me to just pay 50 dollars and i can still proceed with my license. But when I called again, they told me to retake the exam. So i got confused.
