Parking during inclement weather

Curious as to what you all do. I work in the inner city in an area of the country with bad weather. When the city declares a "snow emergency" they ban parking on major roads. Side streets are either A) not plowed B) Resident permit parking only or C) full of garbage saving people's parking spots. (In this city, the unspoken rule is "if you shovel a spot, you own it so the streets are full of parking cones, old TVs, folding chairs, dining room tables, toilets and anything else you could think of that says "this is my spot, park here at your own risk.") In most of these neighborhoods you don't dare move those things lest you come out and find your tires slashed. Most of my patients do not have driveways. Last snow storm I ended up having to move my patients from the morning to the evening because I couldn't get anywhere in the morning. I ended up having to park illegally at a laundromat for one of them because there was literally nowhere to park. We're expecting up to 10 inches of snow by morning and I have 4 kids to see tomorrow. I'm expecting parking issues at at least 3 of their homes.

A few parking tickets due to parking problems working hh; agency employers have always expressed their disinterest, as well as their disinterest when I was involved in car accidents going to or from work. Have had clients literally laugh at me when I asked about parking, whereas one client was so nice as to stand out on their porch and watch for me to get safely to their door at night. Such a contrast in attitudes.

Not really a inclement weather situation, since I am in Texas. But for one patient's house, I have to park at the liquor store!
