yes you can get a permanent one without temporary permit if your not planning to work immediately in pa.
from endorsement application:
submit check or money order made payable to "commonwealth of pa." the correct fee is $100.00, if applying only for permanent licensure or $135.00 if also requesting a temporary practice permit.
was verifying my staffs licenses yesterday and showed one staff that moved last month how to download change of address form. they faxed form from our office.
address change- written requests must include the old address, new address and license number and social security number. the board must be notified within 10 days of any change in address.

PA SBON has changed from mailing out license renewal forms to just sending out letter regarding online registration now available; letter contains code for using online website.
In good old days license renewals were grouped for April 30th and Ocober 30th. I almost missed renewing mine

I tried both of the links you posted, they keep telling me They don't recognize my license number. I am moving in sept, and will need to change
my address. This online service is frustrating.
