Since you passed the NCLEX then you can start the immigration process by looking for an employer who will petition you for an immigrant visa. Once you have the visa then you can apply for for SSN.
And you can only apply for the SSN once you set foot here and go to the Social Security Administration and present your valid visa to them. Nobody will offer you to apply for a SSN.
A passed NCLEX ( plus the visa scren Certificate) is enough for you to be petitioned for an immigrant visa.

Your questions have been answered several times. Pls. do some searching. Anyways, No SSN will be issued until you have a valid work permit to work in the US. So, you need an job offer first from an employer. You dont actually need a US RN license to start the petition process, NCLEX- RN passed result will do.
Hospitals are aware that some states will not issue a hard license until they receive a SSN, you should have received a letter saying you met requirements. If Canadian you have VSC in hand and employer offer you can apply for TN at the border and can then apply for SSN but if not a citizen of Canada then you find an employer willing to petition and start the process and stay in Canada whilst you wait. This has been answered a few times both on here and in the Canadian forum suggest a read or do a search using key words
The majority of the states in the US actually do not issue licenses until the nurse is in the US and has the SSN# issued, so this is seen all of the time.
But please be aware that you are going to find it difficult to find an employer at this time more than likely because of the retrogression that is still in effect.
Like the other posters above me here, take the time to do some reading before doing another thing to make sure that you have the correct information that you do need.

What you have in your favor is if you are actually a Canadian citizen, then you qualify for the Nafta TN Visa, an do not need to wait for the processing of the green card to work in the US.

Hi Suzanne, I am a Canadian citizen, and living in the state. I guess I need to get an offer and visa screen certificate to get a TN visa first, then apply for SSN, last step is getting RN license. Right?
