why do nursing boards not recognize federal iop recovery

I worked as a Lpn in New Mexico for 28 years. diverted from the VA they fired me. I turned myself into the nmbon. I went through they're IOP and Feds IOP relapsed. I was being drug tested 7 times a month. The New Mexico bon would not recognize the federal treatment and would like to know why this is. This was in 2009. After 2010 I did not renew my License. I continues with the Feds and there program. I finished in 2012 and would like to go back to get my License. The Nmbon will not give my credit for any of the fed iop and cousiling, drug screening etc that i did for 2 years. Been clean 4 years, any information needed.
