New Zealand and direct hire for a International nurse

I am a filipino citizen having 2 years of operating room and post anesthesia care practice at a tertiary hospital. I am in in research of the best and cheapest way to enter new zealand and to practice nursing there. I have used job search portals to post my resume and found out that demand for o.r. nurses are not so high. I have a colleague that came from the same hospital where i am. His wife told me that he got in thru direct hire, using tourist visa and had all expenses paid by the district health board (for the first 6 months). We had the same status before; my inquiry is that can that still be possible today?
