hi there!
Im planning to endorse to AZ...I have an active NM license. I'll be taking Ielts next week and if I'll pass I'll apply for the VSC. My question is regards the new policy of AZ regarding proof of citizenship. I am from the Philippines, do not have any visa for US but I really want to work in AZ. Does it mean im not qualified for their licensure by endorsement? I do not know where I fall under their alien or non- immigrant category. Please help!!!
If ever, I am still eligible to apply for endorsement, what proof of nationality shall I include in my application???I d not have any of those mentioned in List A and B!!Will my Birth certificate and passport be enough to prove Im a Filipino citizen???Sorry but i may be asking stupid questions here but I really am lost with this new policy.
Could you please enlighten me with this....the new rule was implemented starting Jan 2008...

Just had a look at their new requirements and they are no longer issuing a license to anyone that is not a citizen or legal resident of the US. Until you are in the US and can provide the required documents to them as far as legal status in the US, they will not issue a license to anyone. And for others that are reading this now, it states that if you applied after January 1, and did not include the required form as well as documentation to them, they will not process any of your paperwork.
I would not do a thing with licensure there at this time as you have no idea as to when you will be able to get a visa, there are just many more that wish to have the green card.
Thanks for letting me know about these changes, we have been hearing of new requirements in many states over the past few months.

It is not a point of changing states to work in, where you go for licensure has nothing to do with that. And when the time comes that you can get thru immigration, then you may select there as you will have a green card.
I would not do a thing at this time.

You should not be doing anything with endorsing at this time, and if you passed the exam for CA, then you will be going thru License by Examination for the new state and just have CA forward your passing results.
i have emailed az bon about my interest in endorsing to them. they replied and told me that i just need to put my nm license in inactive status since i cannot hold 2 compact licenses at the same time. here is a part of her email.
"the citizenship requirement is a bit different for a foreign nurse educated and currently residing abroad. we can go ahead and issue you a license if you are residing abroad. however, the "lawful presence" documentation will be required for continued licensure at the time you take "residency" in the u.s."
so it means i can still endorse to az, right?they will issue license to me and my proof of citizenhip will be given to them once i am already in us. for the mean time, i will just send my birth certificate and passport . however, i do not know the process on how to change my status at nm from active to inactive. isn't it that once you endorse to another state as az, it will automatically put my nm license into an inactive status? or is there still another process to do that???

You do not hold a compact license in NM, since you are out of the country. Your license for there is still only valid for that one state only.
But again, do not do anything with endorsement at this time, there just is no reason to do that. just throwing out money that will go to waste since there are no visas.
And even the license that you will get for AZ is not a compact license either since you are not in the US.
Do not do a thing at this time.
When you endorse, you still keep that same license until you do not renew it and it goes to inactive status, or you can continue to pay for it and it will stay active. That is why it is not called transferring a license as you still keep it.
