Is there any institution hiring graduate nurses who haven't passed yet the local licensure exam in their own country? Is there an existing hospital requiring only BSN graduate and would still go for orienting the newly graduate nurse in the said hospital with it's institutional policies, etc?

Almost every country wants to see a local license before they will permit you to get licensed there; this includes Australia, Canada, the European Union countries, etc.
About the only one at the moment that does not require the local license is the US; however, you must pass either the CGFNS exam or the NCLEX exam to be able to get thru immigration procedures to get a visa that will permit you to work in the US. To be able to sit for the CGFNS exam, that actually requires that you have passed the local license.
And then for the next issue, the fact that it will probably be about five years before you have a chance at a green card for the US. That being said, no license and no place to get experience at all.
You will not hired abroad to work in the role of the RN, only as a care-giver possibly in some countries, but that is essentially as a maid, and nothing more. If you take the time to think about it, if you cannot take and pass your own licensure exam, why would another country be interested in you.
We are expecting to see the US go back to requiring the local license as they did when all had to write the CGFNS exam. Suggest that you do some reading on this forum and be aware that as each day passes, it is going to be harder and harder for you to find a job anywhere. There were 632,000 nursing students in your country a year ago and now the numbers are stating about 950,000 with no place for any of them to work.

Suzanne, upon what information do you base your statements about having to wait 5 years for a chance at a GC? The past PDs which are being processed do not predict the future progression of dates, right?
Those from the Philippines will be looking at about five years or so, those from other countries may not be as long. This is due in part to the shear number of increases in new grads there and the same number of visas issued and available per year.
There are only 10,000 visas under the EB-3 category per year for those from India, Philippines, and China. And this included the spouses and children in the count, so that means about 2500 per year with that number. There are far more than that that have just started the process and have not even taken the NCLEX exam.
Add in the 800,000 I-485 petitions that were submitted last summer and the fact again that there are only 140,000 total under the EB-3 per year for the entire world and the AOS are grouped in with the CP people.
Even with priority dates being current the beginning of 2006, the person still needs to have approval on their entire file to be considered for a visa at this time. PD date alone does not get one a visa now, only when the file is 100% complete and they are ready for an interview and have just been waiting for an appt will they have a chance at a green card now.
There are just many more that are now waiting for one and the numbers of visas issued per year has not increased.
But please, lets go back to what was being asked in this thread, how to get hired without having a license or experience in another country.
