Hello all nursing colleagues,

I am asking for some guidance and information regarding the RN endorsement process for out-of-state new graduate nurses.  I just completed my Bachelor's in Nursing on December 14th, 2020, but the clinical hours in my program totaled 675 clinical hours.  I am about to do my NCLEX in the next month.

The California SBON website states that they require 864 clinical hours.  I wanted to know if I am licensed for nursing in PA, will I be able to transfer to be a nurse in California?  I lived in CA for 7 years before deciding to get my BSN and I wanted to go back to work.  I left the state because I couldn't afford to attend school full-time and pay the tuition in CA after also waiting on a waiting list for months.

Does anyone know if this is a problem and how would I be able to fix it?  I know they take 2 hours to answer calls.  I actually tried asking this question before starting my program, and no one could give a clear answer at the CA SBON and ignored my emails.  I am not understanding how, in a pandemic, this is the way we take care of the public.  

Looking forward to some guidance.

No. California requires that you meet all of their requirements, even if you have a license in 40 other states.

The California BON is not known for being highly communicative, either. They probably won't even speak to you until you've applied, paid, sent in all requested information, and waited for at least six weeks after it's all been received.

See CA:   Guidance on Waiver of Restrictions on Nursing Student Clinical Hours Under DCA Waiver DCA-20-03  as they have decreased the amount of direct care hours required.
Do you have a  # of simulation hours that could be added to your clinical hours?  If so,  you may be able to get licensed under this wavier.

Another option: apply for LPN license.  There are several colleges in California that will accept BSN graduates who need additional clinical hours to meet CA BON regs -upon completion # hours, reapply for RN license.

Last option:  Seek license in PA or another state to allow you to work as an RN.

Thank you so much for your answer.  Do you know the name of any of these community colleges? The CA SBON didn't clarify this in 3 emails and 2 calls for over 1 hour wait. I even spoke to the Dept. of Consumer Affairs (manage SBON) in 2019 before I started my program and she could not confirm if the 675 hours would be enough and all she gave me was a link to pre-licensure courses like A&P.  No one would answer the question and I didn't see it on the website after searching and emailing.

I feel so frustrated for doing an ABSN for $60,000 and as if I will not be able to transfer.

I'm not aware of community colleges providing additional hours for nurses not meeting CA requirements.  Several BSN programs have been mentioned  at Allnurses by International Educated Nurses (IEN) who are most affected include:

  • Dominican University of California, San Rafael
  • California State University, San Bernardino College of Extended Learning
  • California State University, Chico
  • Unitek College. Fremont

Were you able to resolve the issue with the CA board of nursing regarding the required clinical hours? We’re any of your clinical hours simulation hours? Does CA still have the waiver where 50% of your hours can be simulation and 50% can be hands on.?  I assume it has to be 864/2 = 432 hours each.  I am about to graduate from a ADN school in FL and plan on getting the FL RN license and then get CA license via endorsement and have had zero guidance from CA RN  or the school.  Thank you in advance for your reply and I hope all is well.

My posting re  Last option: Seek license in PA or another state to allow you to work as an RN, meaning to obtain employment in another state in order to work as an RN.  

CA: End of the COVID-19 State of Emergency

On October 17, 2022, Governor Gavin Newsom announced the State of Emergency, and associated Executive Orders N-39-20 and N-75-20, will end on February 28, 2023. Upon the State of Emergency ending, active waivers that were issued under the authority of the State of Emergency and Executive Orders will also expire.

Per member reports here, since ~2015 California has become more strict in enforcing amount of theory and clinical hours they require for Registered Nurse licensure.   To my knowledge,  they do not accept hours worked as an RN in another state to replace their clinical hours requirement, especially for Internationally Educated Nurses (IEN).

Thank you!! I spoke to several people who adv they was able to get the endorsement with their clinical hours matching the state requirement where they were originally licensed. So I guess I will have to see
