the last week I visit a neonate with complete circumcission. what do you think about it?
Is this a rarly case?

What do you consider a "complete circumcision"? While it's not nearly as popular as it used to be here, there are still many male infants who are circumcised shortly after birth. Most provinces won't pay for infant circumcision any more but many obstetricians still perform them as elective procedures.
I said "Neonate". it mean that baby birth with complete circumcission (congenitally). baby delivery with existence circumcission.

So a neonate is an infant 28 days and younger, thus most circumsions are done in the neonate. I don't understand what you are saying either? Do you mean he was born with a circumsion?

Phrasing is important here. You are saying that a baby was born without foreskin. I've never personally heard of it, but it sounds like just as likely as a child being born without another body part, such as a finger or hand. Hopefully there are no issues int eh future such as infection risk or pain with erections.

The term for the absence of foreskin at birth is aposthia. It can also refer to the absence of the clitoral prepuce in girls. It's believed to be a recessive genetic trait, not a mutation. It is benign and should not cause future concern.
