Hi,
The first step is to find an employer willing to sponsor you. That may be a little hard currently on New York since there are plenty of local graduates from nursing school. You can try looking for hospitals in more rural areas of the State and try contacting hiring managers in those institutions.
Call, email, contact, you need to hunt down an employer willing to hear your plea and go through the process of sponsoring your visa.

Are you an experienced nurse? Most nursing jobs (especially entry level) do not qualify for H1B.
Even rural areas of NY often have excess applicants so employers don't have the financial burden of paying for all costs associated for H1B sponsorship. Many suburban new grads (US citizens/PR) are relocating to rural areas to secure their first paid nursing job.
Hi,Yes I am, I do have 15 years experience. Now I am working for United Nations in Haiti as a Head Nurse. I have done my bachelor's degree in hospital Nursing, major in Psychiatric Nursing.
You are ahead of the game of those with no paid experience but you will still likely have a difficult time ( not impossible) finding an employer willing to pay to sponsor you. Try sending resumes for nurse case manager at psychiatric facilities if you have psych experience maybe ? Look at job descriptions to see what jobs match your education and experience so you can target your resume.

Hi all,
I have passed NCLEX exam for New York state on may 2014. I do have B1/B2 visa for the USA but it wont allow me to work. Kindly give some directions how can I get H1B visa?
