has anyone ever used or heard of an nclex test bank?

There's all sorts of NCLEX test banks which give practice with NCLEX style questions. Is there any particular NCLEX test bank you're talking about? Unless you are talking about the NCLEX practice test on NCLEX | NCSBN ?

These folks do a good job of listing all the free question bank resources: Sample Questions

One resource that I personally used, an nclex question of the day service is missing though -- Free Question of the day by Daily NCLEX Challenge

Come to think of it, it's also missing NRSNG which has a ton of great free questions/content.
