I am from the Philippines. I graduated March 2015 and took my licensure exam here in the Philippines last May 2015 and passed. I will be migrating to US this October 2015 and planning to take NCLEX as soon as possible. I am quite confused of the process and I read all the possible sites I can to help me out. Questions puzzling me are...
What requirements should I prepare ahead of time?
I read the requirements that transcripts must be sent by the school itself directly to the CA BON. Can I request all the necessary files while I'm still here in the Philippines and let them send it to BON for evaluation? or I should go to US first and process there?
Should I pay all the examination fees before I send my transcript for evaluation?

Can you say with 100% assurance that ALL your cases and clinical and courses were ALL in the exact semester...not 1 week before or after or more that the courses were started or completed and definitely not 1 to 2 years afterwards?
This is nearly the 100% of the declination of the PH transcripts happens, upon further CA BRN evaluation, but not limited to possible insufficient clinical or courses hours or deficient in possible Psych, AP or other minimum required courses.
But back to your question, you do not need to come to the States to start the processing but it will help a lot to have someone in the PH for certain documentation request that will be asked later after they get your transcripts.
If you are 101% for sure know that you meet the minimum concurrency rules then go ahead and apply for the NCLEX-RN, knowing if the application is denied, there's no refund of the application fees.
If CA is the state you wish to work and practice in the minute you pass the NCLEX, then, try to go for it and hope for the best. CA is no longer the "easiest, fastest and cheapest" state to apply into as of Nov. 2011, due to the stricter documentation requirements and the concurrency rules.
If CA is not the desired state to plant your roots in to start looking for a job, then you should be applying to the real true state you plan to bring your family or start it in and meet with that state's BON requirements.

why is ther 100% declination? If ever been found ineligible due to some course/subjects? I will take the refresher course and try to apply again?
I guess, I'll have my transcript evaluated first and be 200 dollars broke is I'll be found ineligible.
However, as far as I could remember I finished my cases within the school year unlike the others who completed their cases after the graduation. However, I have a DR case which I had when I was in an elective rotation not in the DR rotation. Will that still a reason for me to be ineligible.
All the requirements to take the NCLEX-RN I guess, I reached the minimum requirements. I guess it is up to my grades if they can push through? Am I right?

The DR case that was not done if in the same semester will most likely not meet the concurrency criteria and result in being not in compliance (illegible).
Your grades will have no effect on the evaluation, even if you were in the top 5% of your class and graduation, it's based on the dates of the cases and clinical.
Yes, if found deficient in a course or two, you'll need to re-take that particular one or more. There's other well discussed threads on those on the search for the CA schools offering deficient course re-takes.

You'll find that some of the schools that did offer them, may drop out of enrolling the ones needing to re-take due to budget cuts or simply stopped doing them for whatever reasons, as the schools are not obligated to the ones needing them other than to serve their already regular enrolled students who are trying to finish out their nursing program.
