You are not applying for NCLEX RN eligibility but to be a RN in the US of which NCLEX is part of that process
Instead of asking on here you should really be contacting the BON or checking their website. That is where the up to date info will be.

What I want to ask is :
Are we required to pass our Board Examination here in Philippines before applying for NCLEX-RN in California ?

And I am saying ask the BON. At the moment the BON says you need to provide a letter to why you haven't taken local boards but before Christmas a member posted that they had been told from Jan 08 a local license would be required. Ca have had a few weather problems which could result in a delay. Always better to ask the source which in this instance is Ca BON

You are looking at a five year wait before being able to have a chance at a green card; without taking the NLE, how are you going to get experience? Your country, as well as most others require a local license to work. And we are recommending that you go to another country to gain experience while you are waiting.
