If you are planning on working in Washington I think I would just apply there from the start. Remember you are not applying for NCLEX but license to be a RN and getting license in another state doesn't mean you get out of meeting the state requirements where you really want to work.
If you do go back to CA you may find (seeing as nearly 5 years have passed) that your file is no more and would have to start from scratch
Right, Washington State also requires a US SSN when you apply for licensure. Since you don't have one (or I'm assuming not eligible for one based on your post), I would just rule those states out as far as applying for a license. There are other states that do not require a US SSN and I would pursue those states if you really want to take the NCLEX again.
No, you have to sign up in a test center within the borders of the state of jurisdiction you applied for licensure in. You'll have to make arrangements to travel to the state you applied for licensure in. Be aware that though California does not require CES or any similar credential evaluation service, most other states do and that takes a long time to process. Hopefully, after you get licensed, you don't have much of a wait for your status to change and then you can apply for a US SSN once you get your status. You may then endorse to California or Washington whichever state you prefer to live in. Just a caution that the buzz around here in California is that it's hard to get a job here as a new grad or a foreign nurse with no prior experience. That might direct you to decide to look somewhere else.

I took California NCLEX in the Philippines on the year 2005, I think and failed. I am now living in Washington and I am thinking whether to reapply for the California NCLEX or make a new application in Washington. Also, I would like to know whether I need to resubmit the Nursing Program Verification, Change my Address, and if I need to give my Social Security Number which I don't have one rightnow. Thank you so much for answering my questions.
