Does the state of Michigan issue out temporary permit license and if not can you go to another state and get a temporary license and practice in Michigan until you to take and pass state boardS I failed Boards twice and I want to take my time and prep before I take it again but I want to get a start in my field.

No you can't work with an out of state temporary permit in any state.
Temporary permits are only valid until you take the NCLEX the first time. If you pass, temp permit is cancelled and full license is issued. If you fail the NCLEX the temporary permit is cancelled and you are ineligible for a new one.
Since you have failed the NCLEX twice now you are ineligible for an interim permit in any state.
In addition if you don't pass on your third attempt you must attend a nursing remediation course before a fourth opportunity would be considered. You must pass the NCLEX in MI within 12 months of your first attempt. Per MI BoN only military are issued temp licenses

They don't seem to exist for new grads in MI. Quite a few states no longer offer graduate nurse permits.

They no longer exist? My job has offered me a GPN role until I pass the NCLEX recently. Maybe I don't need a permit then? I'm not sure how they're able to do that if MI no longer has permits?
They definitely don't exist once you failed the NCLEX. The only link on MI BoN referred to military. Contact the BoN
I understand you are no longer able to work as a GPN once you have failed the NCLEX and it's only good for 90 days. Otherwise you must work as a cna or at my job, they'll boot you out the door unfortunately. But if I don't have a permit, how is it legal for them to work me as a GPN?

No, my place of work never said anything about needing one either. They just said fill out an application and we will hire you as a GPN.
When I looked at the MBoN website it did not have an option for GPN or GN or other temp permit except military. Why not contact MBoN and ask rather than guess the facility knows what they are talking about. I know you can work as a "nurse resident" if started as a student which is directly supervised by a licensed nurse in my state but there is no GN or GPN permit. Work as a GN or GPN & get caught you risk board sanctions working as an unlicensed nurse.
I'm bored. I just scoured the nursing regulations and NPA available online for MIBoN. There are no graduate nurse permits for GN or GPN. The only temporary licenses are for RN's licensed in other jurisdictions while waiting for their endorsement to be processed. There are no temporary LPN licenses in any scenario.
Again check with MIBoN to see if you can legally work in an employer created title of GPN unrecognized by the BoN
