Thread moved to International forum since it is specific for foreign nurses. There are different requirements in place.
You are applying for licensure, there is no way to apply for the exam directly. Most states only have an open window of 90 days to test once you receive the ATT. There are a few that have longer times, but do not believe that MI was one of them. They still require the CES, and until very recently also had required the CGFNS exam before they would let someone sit for the exam.
Be aware that MI also does not issue a license without a SSN#, so with the retrogression, you may wish to look at other states at this time.

MI does not require the applicant to have SSN#, infact it is not required for further renewal of license either. You need to have either CES or have passed CGFNS CP and have CGFNS send a confirmation of it to the BON. After about 8-9 weeks of application, you get a letter informing you that you have satisfied all requirements other than NCLEX and asks you to apply to PPT for the same. The ATT is issued in a week or so after application with PPT and has an eligibility period of 90 days. Initial license is valid till 31st March and subsequent license for 2 years after that.

MI in the past required the SSN#, they may have changed their rules, that is why we always tell someone to check directly with the state.

Don't go to Michigan. Very soon, only CG holders and US citizens will be eligible for driver's license in that state http://blogs.ilw.com/gregsiskind/2008/01/michigan-commit.html
all other will have to walk or to ride a bicycle.
