I have a NY license and I would like to know if my credentials will be reviewed again if ever I would apply for Maryland endorsement. I mean like in NY, an independent credentials verification organization acceptable to the Department (eg. CGFNS) is the institution that will validate my credentials. Do I need to apply for this process again and pay for the fee? If yes, what is the verification organization in charge for this stuff? Thank you very much and this would be of great help.

Every time that you pay for licensure by endorsement, your credentials are going to be reviewed from top to bottom. NY uses the CVS, which is not the same thing as a credentials evaluation if that is required by the new state. What was done for NY is only acceptable for that state, and cannot be used for any other.

Even if a state does not require the CES, then they are the ones that will be reviewing your credentials.

What NY is done is get verification of what you have stated on your application. The CVS does not give them a breakdown of hours like the CES, this is where many are mistaken.

Even if you were applying to go to grad school in NY, you would also need to go thru the CES process that the universities require there.
