I recently got accepted into clinical at Nsula, but I'm just waiting on the board to approve me. I don't have a record. My question is how long does the board normally take to approve students to enroll in clinical courses? School starts in 2 weeks and still nothing has been posted to the lsbn website.

Yes, the titers are to make sure you're immune after you've been vaccinated.
