They are not issuing you a license because their rules state that nurses educated in a foreign country are required to pass an English test. In fact, the Louisiana BON Rules and Reg's as stated in Section II Chapter 33 Subchapter C Paragraph 3327, does not even specify which countries are covered under the rule, it just says "graduate of a nursing program in a foreign country". I hope you are not making it sound like they are giving you a hard time because you are from the Philippines. These are their rules and there's no if's, and's, or but's about it. Take the TOEFL with the required scores and you'll get a license in Louisiana.

The test is offered across the US and is likely available in a testing center close to where you live. But before you do so, ask Louisiana BON if you also need to take the TSE. TOEFL just tests your ability to understand and comprehend the English language. It also tests your ability to write in English. However, it doesn't test your verbal ability in English. That's what the TSE is for.

I am new to this site,if anybody can help me about my problem.We just moved here in Louisiana and I dont have a job,I have a RN license thru california and colorado but Louisiana board of nursing can"t give me one coz they said I am from the philippines,i need to take the toefl test.anybody can help me.
