licensure in texas

Hi, I am new to this website and I am not sure if I am doing this right. But I found some forums around here that are really helpful so I signed up.

I just have a question regarding NCLEX in TX. I studied and was able to get my license in the Philippines as an RN. I am in TX now and would like to apply for a license here. They have a lot of requirements which includes CES from CGFNS. Is it possible for me to apply for CES first before applying for NCLEX exam, or should I have a pending application with NCLEX so that I can apply for CES?

P.S. I am so lost as to where to begin, and can't seem to find any step-by-step guide for TX application online. Please help me.
