I have a question about a unique situation.

During the "concurency" mayhem back in 2011, many foreign BSN grads opted to get licensed in other states.

My question is, what if an applicant with EXPIRED license from another state, was able to redo/retake the deficient clinical classes in california, and is now 100% eligible to get california license. What would be the applicant's process? Need to renew the expired license from the other state and then endorse to california? OR apply directly to california? But isn't the application either license by exam or by endorsement? Is it possible to endorse an expired license from another state to california?

You can only endorse active licenses. Expired or inactive licenses are ineligible for endorsement in any state.

Exactly. An expired license is not active. & therefore cannot be endorsed.

Even if you had an active and issued license in your pocket today, to endorse into CA, the CA BRN would still need to review your school's transcripts, cases and clinical, all the other pertinent documents they must receive to properly evaluate your application.

It is upon then, should in the very possible likelihood of the denial, then, you can see what the CA BRN says are the deficient courses, most have been short in 2 courses, but there's been many with up to 4 courses missing or lacking or unacceptable.

That's why the CA BRN evaluators are telling many of PH applicants that one might be better off trying to enroll in a CA accredited nursing school. The probability are just as dismal as trying to find the schools offering the deficiencies at a affordable tuition cost. Many are dealing of being put on a waiting list whereby they are only 10-30 spots open a year with several hundreds on that list, so the time factor of 2-4 years is the average wait time.

Don't forget it's not only those from the Phils, but from China, India, UK, a few European countries, etc.

Remember, kababayans, that you ONLY have three (3) years to "complete" ALL of your documentation from the start date of your application, meaning finishing up the deficiencies with proof (certificate and or sealed transcripts) from the school or else, your application will be "abandoned".

Once abandoned, you must start all over from the very beginning as a first-time applicant: new application, new application fees, new transcripts, cases, notebook, everything....AND subject to any new rules and regulations required by the CA BRN in that near future of time.

My understanding at this point, is that the CA BRN will NOT be extending any possible applications coming up near their 3rd year abandonment date. There's just simply too many applications for the CA BRN to follow up on and easier to manage such a heavy load with limited staffing to ask those going to be abandoned to re-file a brand new application.
