Is laddering more or less valuable than certification or advanced degree?

I have never heard this term and we don't do this at our hospital. What is laddering?

Diplomadinosaur: Why are you losing your job? I'm in my late 40's and am hearing of more and more older nurses being laid off or fired, but only hear or see it from this board. Is it regional? What gives? It's terrifying to say the least, as I'm the breadwinner for my family.
