Is there private duty nursing in Va as an independent?

Hello I currently do pdn in Ny I am trying to move to Va I was told by an agency the salary which was next to nothing for an RN but she told me they don't have pdn as independent in Va. Does anyone know if this is true? Also I am trying to relocate and can't seem to find anything. Then I have decided to just move down ( with family) and seek jobs because it seems nobody is interested until I am in the area. help! Thanks
