The CGFNS (Commission on Graduates of Foreign Nursing Schools) certificate (or equivalent) is essential for an international RN looking to immigrate to the US.

I'm not exactly sure I understand your question accurately. My apologies; however, to immigrate to the US, you need a visa. The most common visa for immigrant nurses is the EB-3 visa,  an employment-based visa granting permanent residency in the US. 
This visa requires a job offer from a US employer. The employer files an I-140 petition with the United States Citizenship and Immigration Services (USCIS) on your behalf. Employers may require that you pass the NCLEX and pass a Visa Screening before they file.

In that case, you would not need to come to the US until you pass the NCLEX. Pearson VUE NCLEX Candidate Services offers international NCLEX testing sites. 

Taking the NCLEX Abroad

Many international RNs take the NCLEX while still abroad and then apply for a work visa once they pass the exam.

To take the NCLEX exam as an international registered nurse (RN), you must apply for licensure with the state Board of Nursing (BON) where you wish to practice. Once your application is processed, the BON will provide you with an Authorization to Test (ATT), which allows you to schedule your exam through Pearson VUE at a nearby testing center. Essentially, you select the state where you want your license when you submit your application, and your NCLEX results will be sent to that state's BON, regardless of where you take the exam. 

  • Select your desired state. Research different states and their requirements for international nurses. 
  • Contact the state BON. Submit an application for licensure by examination to the state's Board of Nursing. 
  • Prepare all necessary documents, such as your foreign nursing diploma, transcripts, English language proficiency test results, and any other required credentials.

  • Once your application is approved, the state BON will send you an Authorization to Test (ATT), which you need to schedule your NCLEX exam.
  • Use your ATT to register for the NCLEX exam through the Pearson VUE website and choose a convenient testing center. 
  • Attend your scheduled exam at the testing center.
