Inpatient LTC vs community services

Please read this very short article. I am very interested in care of people with chronic problems and have become someone discouraged for several reason I wont go into here. Part of the reason is actually given here. I have seen so many in nursing homes that I strongly suspect could care for themselves at home if only they had some help. I wonder what you all think about this?
