Incompetent RN managing LPN

I work in an assisted living facility. The floor nurses are LPN and our manager is a RN. There is one nurse that I feel is incredibly lazy. I have complained to my manager numerous times about his performance (after pointing out his inept nursing skills without success). Typically I follow him. He is the day shift nurse, I am the night shift nurse. I used to set up his shift so it would be smooth for him in hopes patient care would come first. Since 2015, I have reported him to my supervisor for failure to assess hospice residents. My first complaint stemmed from an incident where we had an angry family member demanding to see the nurse. They occurred during our nurse to nurse report when I came on duty. The day nurse told the family I would be in to see them after report. I did complain to him that I was not there for 12 hours so he should have been the one to see what they needed but he would not get up from his chair. I entered the room to see his mother in absolute agony. I apologized to the family and reassured them I was on duty the next 12 hours and would do everything I could to get their mother comfortable. I looked back at the records and observed she had not been medicated since I last gave her Roxanol and Ativan at 0530. When I complained to him, he passed the blame on to our resident aides for not informing him the woman was in pain. (Unlicensed staff that literally are hired off the street). It took hours to get ahead of her pain that shift. I continued to notice this with our hospice residents and his behavior never changed. I was continuing to chase dying resident's pain. One instance a daughter told me she had not seen a facility nurse in the 3 days she was at her mother's bedside and thought hospice and home care only had nurses come in. I complained and complained via e-mails and in person. During staff meetings, our supervisor would give out a blanket statement that we were expected to lay eyes on hospice residents at least once during our shift. I did not notice any improvement with my opposite. I had enough with my supervisor and she ended up writing me up for unprofessionalism. That's the case in my state. Nor can an LPN supervise the nursing practice of a RN.

This guy may or may not be incompetent; it's hard to tell, since he refuses to do anything. He sounds extremely lazy. Not sure why your supervisor is letting this slide. Disgraceful.
