In what order do you put your resume? I currently have Education, Licensure, Employment, Certifications, Community Service, and Publications. I am wondering what is the best order/format?

My friend was talking about her resume being "tagged" for different words and she was disqualified for a New Grad program for technicalities in her resume (even though she definitely meets criteria) . Do you know how these resume programs work and what words should be avoided or intended when turning your resume into a potential company that might use these programs?
