The weblinks you posted is base on the main reference for a requirement for IL Licensure by Examination base on the IL Practice Act.
However, in my own personal understanding, Section 1300.300 does not seem to indicate that it also applies for Licensure by Endorsement.
Section 1300.300 Application for Examination or Licensure
a) Each applicant shall file, with the Division or the testing service designated by the Division, a completed, signed application, on forms supplied by the Division, that includes:
1) proof of graduation from a nursing education program that meets the requirements of Section 1300.40;
Honestly, I feel confuse.
Page 7 of the second link. The second is the application for license by endorsement. Box on lower left side in bold font.
Heading on page is 'license by endorsement for nurses educated outside the US.'

Hi everyone,
I would just like to inquire.
Can a Foreign Grad nurse (U.S. immigrant), who recently pass in NCLEX-RN in other State (Florida) be endorse in illinois without a RN License from Country of education (Philippine RN License) ?
