Each state has its own requirements for licensing. You may want to check the BON website of the state that you're interested in. There's usually quite a bit of information available.

Secondly, definitely before asked my questions here, I made a long tour throughout many BON website s.
But even so, I became confused due to stuffed information. Back to my. Question, assume that happened, so in this case , do I still to to IELTS?

If you look at the BON English language requirements you should be able to determine if there are exemptions. For example the Arizonia BON specifies IENS who graduated from a country where the principal language is English do not need to validate their English language skills. However, if the principal language of the country where the nursing program was given is not English, IENS do need to validate there English language skills.
