Hi!I am a newbie here in this forum and this is my first post.I came here in California from the Philippines under a fiancee visa. I recently received my RN license here but I don't have the English Proficiency exam yet.Is IELTS or TOEFL still needed in applying for a work here?please help..thanks!!!

You need to check on the BRN website and see which, if any, English exams are required. Not all states require English exams and if you have come over on Fiancée visa then you will not need VSC which does require English exams

I do not see anything on the BRN website to indicate you do need English exams but you need to check yourself
Now employers may ask for it especially if they have problems understanding you when you go for an interview and some employers will ask for English exams
