IELTS requirement E3

Hi, I am a registered nurse in Australia. I was born in the Philippines and completed my BSN there. I have migrated to Australia in 2013 and have become an Australian citizen. I am currently processing my NCLEX and waiting for my ATT. Anyone know if I need to take the IELTS to work in USA? Is the IELTS requirement based on country of birth or does holding an Australian citizenship exempt me from an English exam?

Not sure about that (SSN for NYBON). I didn't need one. I also don't have a valid PRC license as I didn't renew it since I left in 2013. 

I used an agency to file/process my uni credentials to make it easier. There are many of them (Ipass, NEAC, etc) just read their reviews first.
