Immigrant visa/citizenship and language fluency have nothing to do with one another. There are MANY immigrants with permanent residency or citizenship who do not speak or understand either English or French and require the services of an interpreter for everything.
What does the CNO say?

Only the college can say whether they will accept it or not
that means what alberta has said is correct and i dont have to right it again because they said that they are more concerned about speaking 7 which i haveso from where i can find out about this
Each college will have their own requirements regarding the English exam and I have had a quick look at CNO website it doesn't indicate what their requirements are. They are the only ones that can say whether they will accept what you have or not.
also to be clear it is write not right
