Hr in SoCal LVN. Need your input🤔

Hello, I have a question. What is the hourly rate in Southern California for LVNs? I've heard different SNFs paying $32, some $35, and near $40 per hour. I've been an LVN since 2016. I applied for an SNF position for $35 per hour and $38.50 per hour for NOC pay differential. I've been in this SNF facility since late 2021. I got my first evaluation 4 months later with an increase of 50 cents, and I haven't had another evaluation since then, and my rate of $35.50 remains the same. So, my question is, should a facility have yearly increases? Or at least yearly evaluations? I feel like I'm missing something here, especially when I find out a newly grad received a $35/hr starting rate in this facility. What's your take on this?
