HPSP Requirements?

Does anyone know whether RN experience is required to apply for the HPSP? I'm finding conflicting information online. 

Also, my recruiter stopped talking to me back in February despite continually trying to reach out to him. I have allergic rhinitis, which has me taking asthma medications for my seasonal allergies. Allergic rhinitis is historically waivered, but I'm not sure if this recruiter knows this and just wrote me off for having asthma. Is it possible to get in contact with a different recruiter, or is this one recruiter the only one I can contact for my area?
