All I want to do is work in labor and delivery and yet all the job postings require one year of experience in the field. I've done 4.5 years of home health but I want to get a job in L&D. Does anyone have any advice on how to get in to the department to start out?

That's a big switch. I would try to get a hospital job in mother and baby or med/surg (which may not be as competitive) to gain acute care experience and network. But with only home health experience, those might even be tough to break into (depending on the market where you live).
Another option might be to move to a very undesirable area where you can easily stroll into any desired specialty and get hired just for being a warm body.
Good luck!
