i am doing a research proposal on "the initial management of type 2 diabetes and my research question is "why do people fail on diet alone on the control of diabetes.
i am really confused.don't know where to start.i want to make a plan for the literature review.
please any help out there will be appreciated

Is this for a class? If so, the instructor (and course materials) probably provided you with some procedure or format they want you to follow. Start there.
But it sounds like you are asking how to do a literature review. If that's the case, go to your school's library and either ask for a tour from the librarian -- or if the library is only an online one, do the tutorials on "how to do a search." Learn the tools that are available at that library. Then start exploring the literature using key words and phrases -- starting with literature published within the past 5 years and working backwards as necessary. Review the articles you find (perhaps making a table of what each contains) and when you have found all that there is to find, summarize your findings focusing on "What we know from previous research" ... vs. "What we still need to learn." That information (lit review summary) will guide the development of your proposal/project plan.

I would start by just brainstorming or concept mapping. Write down any and all things you can think of related to the topic. Words, phrases, anything. Then write down synonyms for those words. That will give you a good list of search terms to start with for your lit review.

the "why" will not be part of the proposal. You have to support in your paper why or why not the rest of the statement is true.
Start with number of known diabetics in USA, how many others are suspected to be diabetic, increase in numbers in past 10 years, lifetime cost of treating condition and so forth. Then move towards what patient can do to control condition. One thing is diet. The reason it is not always controlled even with good diet??? Lack of exercise, if Type I needs exogenous insulin regardless of diet, if Type II may need insulin if pancreas not functioning 100% (age or trauma or illness) and other reasons.
What can nurse do? Assess pt for knowledge of subject, knowledge of proper diet, supporting interventions like exercise and taking meds appropriately.
Had a little girl who was Type I and needed insulin to live. Grandfather was told his diabetes could be controlled by diet so family decided to do the same with little girl and save money on meds. Problem: He was Type II and insulin can sometimes be optional.
