Hi! I passed my NCLEX last November 2006. My current priority date is April of 2008. My concern right now is that my Visa Screen Certificate will expire this coming May 2012. Can somebody please guide me of what to do? Is it ok to proceed for my renewal of my visa screen asap or not? My other concern is also I'm a California NCLEX passer and up to now I haven't gotten my license so I'm planning to apply for an endorsement to a different state so that I can have an active ID license in which I need for my future job here in the Philippines. What is the best state to apply for an endorsement? And lastly, do I still need to take IELTS and NCLEX again before I can apply for my Visa Screen Certificate renewal? Can somebody please help me with my queries. Thank you!

You need to re-take your IELTS but not the NCLEX.
Also, I don't think you need to renew your VisaScreen right away. Just be sure it's not expired by the time you need to show it to the immigration. But I maybe wrong.
And regarding the endorsement of license to other state, I always recommend Oregon. Though the requirements may look overwhelming, it's attainable and straightforward.
Also consider your VisaScreen (while it's not yet expired) as one of your asset for endorsement. Most states require a CFGNS CES before they make you eligible for endorsement. Having a VisaScreen will tremendously shorten the CES processing time since CGFNS already have your records. Also, some states will consider a VisaScreen in place of a CES.

I really don't know. Oregon was my initial state of licensure so I'm not aware of the endorsement processing times. But back when I applied for my license, it took them just 4 weeks to process the application (after they received all the documents of course).
Do you know other state that will consider a visa screen in place of a CES? Thanks again!

Some states do and some don't and will state so on their website. Maybe best thing to do is take some time and go through the websites. There is a link at the bottom of the page that gives links to all BON websites
