Your friend needs to contact her state board of nursing for a more definitive answer on this issue. After all, the state board has the final say on determining who is eligible for licensure.

hi, my friend failed med-surg i class in the last semester with a 78.9. the pass rate for her texas school is 80. she told me that she does not have to retake the class over to be able to take the nclex. she is going to take the nclex in oklahoma (without retakin the class) and when she passes she will get a temporary permit that is notarized to work in texas. then she will just apply for her license in texas. can this really be done without having to retake the class? the only way i think this can be done is maybe the pass rate in oklahoma is a 75?
i suspect not, because the school may not allow her to pass through. in most cases, by the time that the registrar's office gets the records before they send to the state the names of those eligibile to take nclex-pn, it will show that your friend failed. if the school's rule is that 80% is passing and she got a 78.9...that is not passing. it is unfortunate that some (in fact, most schools) do not scale up, but scale down. if she even had a 79.9, maybe a professor may do her a bit of justice, but, 78.9 rounded up is only a 79 and 80 is needed to pass. i had a friend once that failed the entrance exam to the community college we attended and somehow it was missed. anyways, by the time he graduated and the registrar had to show proof of passing all of the required subjects of that school, they placed a hold on his work and he is now wasting time taking a freaking remedial class and losing most of what he learned to study for nclex.
