The nursing manger offered me a position and told me to wait for a call from hr. Hr has sent me a email about the hospital's history but has not mentioned the position yet. Was the nursing manager just pulling my strings? What should i do?

If all all your ducks are in a row, I'm certain that you have the job. They have to check you out. However, you are probably at the mercy of the PROCESS!
Just last year, I had a fabulous interview. You'd think that the nurse manager and I went way back. I knew that I would receive a call next week from HR. Nothing doing. I had literally gone on to three more interviews in the interim. The following week, everybody called back with job offers! I accepted the job from the first interview. I sometimes regret that decision.

When did all this take place?Sometimes things take longer than expected. If its been a week, or more, contact the manager, thank him/her again & then say you haven't heard anything back from HR, and ask for clarification of the timeframe. Maybe they got busy, maybe they forgot to add an attachment to your email, maybe this is their regular timeframe.

It sounds like your chances are good...however, until HR makes the official offer, you don't have the job.
So keep following up with the nurse manager and HR, but don't entirely give up the job hunt yet. Keep searching and interviewing until you have a firm offer in hand.
Hope you get this one--good luck!
