Presuming it passes, yes. And it is not actually the I-140 (Job Petition) but rather the I-485 (Adjustment of Status) that leads to adjusting their current status from F1 Student visa to GC.
Not because the language found on the bill only says "foreign-educated nurse" means that is literally just for foreign-educated nurses. It covers all nurses that needs petitioning for an immigrant visa (GC) to be able to legally work in the US.
Some people are just reading into to it too much. : )

Do you know when and if this bill is going to be passed?
the house passed the bill today.
i dont know procedure after this.
i think it will go into senate for voting then to president.
if nobody will veto the bill then it will get full approval.

Congress just went on vacation for five weeks and then they return during a frenzy for election meetings, etc.
Please post in only one thread, closing this thread since another one was started that is asking the same questions.
Visas need to go first to those that are waiting, at least that is how it should be or you will be seeing riots and major fights going on.
Attending school in the US no longer gives one an edge in getting a visa for the US, only preference now is that the English exams are not required.
