German schooling, CA license, moving to VA

I went to nursing school in Germany where I also worked for 2 years on an ICU after receiving my diploma in 2002. We moved to the US in 2005. I passed the NCLEX-RN in CA in 2012 and since then I'm working in a surgical center.

My husband is military and we're due to move in April to Virginia. I contacted the VA Board of Nursing, and they said they needed an evaluation through CGFNS and an English proficiency exam (TOEFL or IELTS). I filled out the application for CGFNS, but when reviewing it always says "NO" to "have you ever passed the NCLEX-RN". There is no way I can change that. I went back and forth a couple times, I was sure I missed something, but all I ended up doing was messing up one of my schools and now I have to contact them by mail (their requirement) to have it fixed.

The CA BON doesn't require you to go through the CGFNS since they evaluate everything on their own. They also do not require a language test.

Has anyone ever dealt with a situation like this. I'll contact CGFNS and see what they say and I'll also contact the VA BON and see if they accept the evaluation from the CA BON.

I passed the NCLEX, I'm eligible to work, I wanted to apply for licensure by endorsement, but it won't let me do it because my education was in Germany.

Any ideas?

Very normal is this when trained outside the US. Seen members post a few times that they still had to do english exam despite working for several years in one state and wanting to endorse to another. Best bet is see what the state says when you ask them
