RN in a new state and applying for jobs

Hey ya'll!

So I am relocating to New York and should have my license by endorsement in the next few weeks. My questions is, most jobs ask "pre qualifying" questions before getting to the actual application process. A common question is "Do you have an active NY state license?"

I select no, and I can't proceed. My problem is, I do not want to wait until I am living there and have my license to START applying for jobs..

Is it wrong to select yes, and possible send an email or add a note explaining the status of my license, or is that looked down upon by hiring managers?

AHHHH HALP

Of course it's wrong. Don't waste their time or waste yours.
