New question on the license renewal form

I am due to renew my RN license. When I visited the renewal area I noticed a new question that the board is asking. "In the past 5 years, have you been addicted or treated for the use of alcohol or any other drug? (You may answer No if you have completed and/or are in compliance with TPAPN) " Anyone seen this? When I called the BON they would not clarify the question. I asked if this is in answer to a doctors diagnosis? A treatment center? Self diagnosis? No answer! A question spanning 5 years? Renewal is every two years. What is the purpose of this question? What are the consequences? Who allowed this question? Any comments?

I know, I know [raises hand] - because this was discussed at a BON update last Fall.

The TPAPN 'treatment' duration for substance has increased to 5 years (used to be a max of 3). So they have modified the question to reflect this change.

That would mean this question is referring to a medical diagnosis and treatment. Why would the board not just clarify that statement when asked?

i imagine they are hoping to flush out a few honest persons that have yet to be "caught".
