Infant exposed to alcohol” made my think OP is referring to a newborn who tested positive for alcohol. It is by far the most common scenario in which an infant would have alcohol in their system. I'm not really even sure I understand OP's question, but my impression when I answered was that it was asking about prioritizing the reporting of a baby who tested positive for these substances, not literally going through the steps of reporting. Perhaps OP is actually a nurse trying to carry out the mandatory reporting process. The lack of information and poor grammar makes it hard to tell.
